Minnie “Cotton” Diallo is a lifelong, born-and-raised resident of Lathrop whose commitment to the community began long before she held elected office.
Her public-service journey began as a teenager on Lathrop’s Youth Advisory Commission. After returning home from college, she served on the Parks and Recreation Commission before being elected to the Lathrop City Council in 2020. She is now serving her second term and previously served as Vice Mayor.
Her roots in service also extend through Highlight Church of God in Christ, her grandfather’s church, where her family helped provide holiday baskets, adopted families during Christmas, and supported residents in need. Today, her public service extends beyond Lathrop through regional and statewide municipal leadership.

Minnie believes elected leadership is about more than being present when a project is completed. It means listening to residents, recognizing problems, developing policy and solutions, building support, and helping move those solutions forward.

Active presence in our neighborhoods isn’t just about listening—it’s about bringing resident concerns directly to City Council, writing pragmatic solutions, and seeing them through.
SAFER SCHOOLS & CROSSWALKS
Identified school-safety and crosswalk needs and helped advance policies and solutions designed to improve safety for students and families.
TRANSPORTATION & MICROTRANSIT
Helped initiate and advance Lathrop’s microtransit effort by helping move a community transportation need toward a city policy and transportation solution.
PARKS & BEAUTIFICATION
Helped drive policy discussions and action around improving parks and creating welcoming spaces where children and families can gather and play.
RIVER ISLANDS MAIL DELIVERY
Helped bring residents’ mail-delivery concerns forward, organized community engagement, and worked with state and federal representatives and community partners toward a reliable solution.

Minnie believes true leadership includes everyone. Her hands-on community service has focused on uniting diverse residents across all neighborhoods of Lathrop:
- ✓Supporting residents during COVID-19 through partnerships providing food, water, and essential supplies.
- ✓Helping establish and grow Lathrop’s Juneteenth celebration as an inclusive community event.
- ✓Supporting Lathrop Black Graduation and uplifting academic achievement.
- ✓Working with Filipino, Native American, Hindu, Sikh, and other communities to ensure all cultural traditions are respected and celebrated.
- ✓Encouraging greater participation from Lathrop’s diverse communities in city commissions and civic leadership.

Minnie believes Lathrop has changed significantly since she was growing up here. As our population expands and new neighborhoods emerge, city leadership must continue evolving alongside our vibrant community.
She wants city leadership to continue evolving with the community and wants greater transparency in appointments and other mayoral responsibilities.
Her stated approach is that opportunities to serve should be based on qualifications, experience, community involvement, and a willingness to serve—not simply familiarity or who someone knows.
